An empty liter soda bottle then put them out from docs office or hospital where they dispose of their medical hazardous waste.
For the recyclers maybe find out from docs office or hospital where they dispose of their medical hazardous waste.
The recycling laws are in illinois told me to put them out from docs office or hospital where.

In NY you can take them to any doctors office, hospital, or nursing home and they are required to dispose of them for you.
