Who put up random ***** statues around the Hayward Gallery London (e.g. on rooftops) during the summer 2007?

I was walking down the bridge heading towards the IMAX at Waterloo East when I found some ***** male statue. Caried on walking and found more metal statues surrounding the bridge area on buildings and pavements. Please tell me who’s work this is, what exhibition is it for, the reasoning behind this?
